Alabama's Rural Transit Assistance Program - RTAP

Mission Statement: The objectives of RTAP are: To promote the safe and effective delivery of public transportation in non-urbanized areas and to make more efficient use of public and private resources; To foster the development of state and local capacity for addressing the training and technical assistance needs of the rural/small urban transportation community; To improve the quality of information and technical assistance available through the development of training and technical assistance resource materials; To facilitate peer-to-peer self help through the development of local networks of transit professionals; and To support the coordination of public, private, specialized, and human service transportation services.

History: RTAP began in 1986 as a part of the Surface Transportation Act to provide training, technical assistance and research activites that would improve rural transit service. The national and state programs are administered by the Federal Transit Administration of the US Department of Transportation. The funds to each state are based on a formula and each state establishes its own program. Through a cooperative agreement with the American Public Works Association and the Community Transportation Association of America administration and additional work on the program have been performed. The APWA published a state by state survey of the program in 1994 which idicated the successes, products services and contacts of each state program.<
